Statistics of uneducated children:
According to 2006 census, there are 3.5 million uneducated children in Iran. Literacy Movement reports in another contradicting statistics that there are 1.8 million 6 to 16 year old children deprived of education. According to a Hamshahri Newspaper report there are 9.8 million illiterate people in the country and it can be deduced that half them are children in school age. It seems that the Government has no provision to cover these children.
Although it seems that the main objective of Ministry of Education is to take care of thee children left out of education system, according to these statistics even this ministry has failed to perform 30 per cent of its obligations that is covering everybody under its compulsory education.
1- Uniformity of Project Bookless Children and the third Millennium
Achieving the objectives set in every community depends on the community's capability of human resources in fulfilling the functions assigned to them and their conformity with their changing environment. Implementation of education and promotion of human resources makes it possible for individuals to continue their activities effectively in proportion to the changes in their community and environment and increase their capabilities. Thus, training and improving the abilities, continued efforts and planning for upgrading efficiencies of a society's members and their activities are among responsibilities of the macro management of the country.
The eight objectives of the millennium as follows:
1. Eradication of poverty and hunger,
2. Ascertainment of elementary education for all,
3. Promotion of gender equality and empowering women,
4. Reducing child mortality.
5. Improving maternal health,
6. Campaigning against HIV -- AIDS, malaria, and other diseases,
7. Ensuring environmental sustainability, and
8. Developing a global partnership for development.
With a look at these objectives in the "Millennium development project" it may easily claimed that achieving any of these objectives needs a proper bed in the society and education is one of the main elements of this bed. The need for education is a main issue in either one of the 8 proposed objectives. By having an aware society it would be easy to desirably have access to the objectives.
Apart from the objectives of the third millennium, Iran has a 20-year-outlook according to which by 2025 the country should gain an acceptable rank among the regional and world countries in terms of science production, technology, etc. Achieving these objectives is also in need of knowledge and basic education in national level.
One of the most important objectives of Project "Bookless Children" is to locate children deprived of education and provision of the conditions for them to study. This will be done by Imam Ali Society as an NGO. This project can also be considered as a means of informing the society on what goes on inside it as well as serving as a stimulus to activate governmental entities in line with eradication of this common pain. This project, both directly and indirectly, is in line with most of the United Nations third Millennium objectives. This project will considerably help the country development and prevent injection of illiteracy to the society. As most of the target children of this project are from deprived families, it seems that promotion of literacy among these children will promote their standard of living, which in turn is in line with other objective of 3rd millennium. Illiteracy and low literacy among mothers has an enormous impact on increasing different disease. Should this project cover all the population, it will serve as a long term investment for eradication of such problems.
Most of the deprived children have no birth certificates or identity papers. It is foreseen in this project, as another objective, to issue these children with official identity documents.
